Navigating the licensing requirements is the first step in preparing for your day on the water with Pete's Fishing & Guiding Adventures. To ensure your outing on the Siletz River orNestucca River is successful and compliant with state laws, we have compiled this guide to the Oregon Department of Fish and Wildlife (ODFW) regulations as they apply to the Lincoln City region.

Who Needs a License?

In Oregon, every angler aged 12 and older is required to have a valid fishing license in their possession while fishing or crabbing. For our sessions targeting Salmon or Steelhead, you must also possess the specific Combined Angling Tag. If you are joining us for a crabbing session in the bay, a separate shellfish license is required for those 12 and older.

2026 Licensing Options and Pricing

ODFW offers several tiers of licenses based on your residency and the duration of your stay. For most travelers, a "Daily" or "Multi-Day" license is the most practical choice.

Special Exemptions and Youth Rates

  • Youth (Ages 12-17): Oregon offers a "Youth Combo" license for a significantly reduced rate (approximately $10.00), which includes fishing, hunting, and shellfish permissions.
  • Children Under 12: No license or tags are required for children under the age of 12.
  • Seniors: Discounted "Pioneer" or "Senior" licenses are available for long-term Oregon residents aged 65 and older.

Freshwater vs. Saltwater Rules

The Siletz River is managed under the Northwest Zone regulations. Because it is a coastal river with tidal influence, the boundary between "Freshwater" and "Saltwater" rules can shift. Generally, when we are targeting Salmon and Steelhead in the river, freshwater regulations apply, and the Combined Angling Tag is mandatory. If we are focused on crabbing or marine fish in the lower bay, the shellfish or marine licenses are the primary requirement.

Where to Purchase Your License

We recommend purchasing your license online through the ODFW Electronic Licensing System (ELS) before your trip. You can carry a printed copy or use the ODFW MyODFW app on your smartphone. If you prefer to buy one in person, several local retailers in Lincoln City—including Bi-Mart and various bait shops—act as authorized vendors.
